On November 4th, the FCC will be voting to possibly open up the "white spaces." Even though past research points to opening the "white spaces" as a good thing, the National Association of Broadcasters is heavily lobbying to not open up the "white spaces." Why free the airwaves?
Remember that fuzzy static between channels on the old TVs? Today more than three-quarters of those radio airwaves, or "white space" spectrum, are completely unused.
