The new proposed school finance formula in Kansas is now on the table to be dissected and changed, and with 285 districts — many of which have less than 2,000 students — it is likely to be a lot of dicing and slicing.

Manufacturing activity declined in December, but future expectations remain strong, according to the Federal Reserve Bank of Kansas City’s latest survey.
The survey’s composite index was at minus 4 in December, the first negative reading since December 2009. It was at 4 a month ago and 14 a year ago.
The index can range from 100 to minus 100; a positive number indicates growth.

The U.S. population will total 312.8 million on Jan. 1, an increase of 2.25 million people since New Year’s Day 2011, the Washington Business Journal reports.

Texas oil tycoon T. Boone Pickens is among investors pouring $150 million into Clean Energy Fuels Corp., an operator of natural gas fueling stations, Los Angeles Business reports.
Pickens exercised an option to purchase up to 15 million shares of the company’s common stock at $10 per share, Clean Energy (NASDAQ: CLNE) reported.
He bought 1.5 million shares and transferred the balance to new and existing investors.

The National Association of Realtors said November pending home sales hit their highest level since April 2010, a 7.3 percent increase from the previous month, the Washington Business Journal reports.
NAR revised its pending home sales data for October, with home sales gaining 10.4 percent from September.
As association spokesman said housing affordability is at a record high and sidelined buyers are demonstrating pent-up demand for housing.
Thirty-year fixed-rate mortgages remain below 4 percent for the ninth consecutive week, which also is contributing to increased buyer activity, Freddie Mac reported.

Sears will close stores in Lee’s Summit and Lawrence, the company announced on its website Thursday afternoon.
Sears Holding Corp. (NASDAQ: SHLD) announced Tuesday it would close more than 100 stores after a slower than expected holiday season.
The company will close its Sears Grand store, 601 North M-291 in Lee’s Summit, and its full-service Sears store at 2727 Iowa St. in Lawrence in 2012.

Missouri spent more than $1.23 million to reintroduce 39 elk into the state, according to a report by the State Auditor’s Office.
An audit of the Missouri Department of Conservation said the department spent three times more to reintroduce one-fourth as many elk as it had planned. While the department had estimated the cost of the project at $411,000, that did not include costs of salaried employees, habitat improvements and long-term monitoring, the audit found.

The Johnson County Index of Consumer Confidence rose for a second consecutive month in December with an eight-point gain.

Nearly 8.8 million workers in America’s 100 major metropolitan areas are unemployed, American City Business Journals reports.
The research conducted by ACBJ’s research arm, On Numbers, found an increase of almost 5 million people from the lowest levels of unemployment recorded in those same metros during the past decade.

Commerce Bancshares Inc. will pay $18.3 million to resolve a class-action lawsuit that accuses the bank holding company of charging excessive overdraft fees on certain debit card transactions.
In a Friday filing with the Securities and Exchange Commission, Commerce said it admitted no wrongdoing but settled to avoid further expense. Commerce officials were unavailable to comment on the case.

Johnson County Board of Commissioners has agreed to buy the King Louie building at 8788 Metcalf Ave. in Overland Park for $2 million and plans to move the Johnson County Museum from Shawnee to the old bowling alley and ice rink.
The acquisition of the 72,000-square-foot facility closes on Dec. 31.
The commission also will spend $1.6 million to renovate the bowling alley, which closed in 2009, and the ice skating rink, which closed in 2007.

 Missouri and Kansas added thousands of residents during the 15 months that ended July 1, according to the latest estimates from the U.S. Census Bureau.
Missouri passed the 6 million residents mark, landing at more than 6.01 million, the estimates found. That’s up by nearly 21,761 from the April 2010 census.

API Foils, a manufacturer of hot stamping foils for the packaging and print industries, is moving its North American headquarters from New Jersey to Lawrence and adding 17 new jobs.
The headquarters move is scheduled for June, according to a release from the Kansas Department of Commerce.
API Foils first launched its operations in Lawrence in 1995. In 2003, it moved a distribution and processing facility from Lenexa to Lawrence’s East Hills Business Park, where 52 employees currently work.

 Hyatt Hotels Corp. has changed its mind about not donating to The Skywalk Memorial Foundation Inc. — to the tune of $25,000.
The foundation is a nonprofit planning to commemorate the 1981 skywalk collapse in Kansas City that took 114 lives and injured 216. Chicago-based Hyatt (NYSE: H) ran the hotel where the disaster occurred from its 1980 opening until Nov. 30, after which the hotel switched to the Sheraton flag.

 Missouri mass layoffs were less common in November, dropping to 22 events compared with 29 a year earlier, the U.S. Department of Labor reported Thursday.
Mass layoff events are characterized as involving at least 50 workers from a single employer.
Numbers of people affected also were smaller. During the month, 1,440 Missourians made initial claims for unemployment insurance, down from 2,159 a year prior, the report said.

Saint Luke’s Hospital has performed its first liver transplant in 20 years.
The Kansas City hospital said Wednesday that physicians there provided a liver transplant for Charles Jones, a 54-year-old General Motors Co. plant worker from Parkville who was diagnosed with hepatitis C, cirrhosis and liver cancer. The operation was performed Nov. 19; doctors said Jones should be able to return to work in about six months.

The U.S. 8th Circuit Court of Appeals on Tuesday upheld a judge’s dismissal of the lawsuit brought by U.S. Bank, the creditors’ trustee, against Federal Insurance Co. and other insurance companies.

November brought an uptick in residential building permits in the Kansas City area compared with the same month last year, but the overall market remains depressed.
There were 185 permits issued across the metro area in November, good for a 7 percent increase from the 173 issued in November 2010, according to figures from the Home Builders Association of Greater Kansas City.
Jackson County issued 32 permits in November, while Johnson and Wyandotte counties issued 63 and four, respectively.

The House voted 296-121 to pass a $1 trillion appropriations bill funding the federal government for the rest of its fiscal year, which ends Sept. 30. The Senate is expected to follow suit this evening or Saturday. Without this action, many government agencies wouldn’t be able to open on Monday.

A Raymore man was sentenced to prison in federal court Wednesday for his role in a $2.2 million Ponzi scheme.

The state agreed to settle a case filed by Jacquie Spradling.  Those involved in financing the nation’s startups expect a tougher time raising money next year, according to a new survey.
Less than half of more than 500 venture capitalists and CEOs of VC-backed firms said they expect to see overall investments increasing in 2012, compared with 51 percent of VCs and 58 percent of CEOs a year ago, the National Venture Capital Association and Dow Jones VentureSource said in a Wednesday release.

 A Kansas City-area woman has been handed $6.1 million in unclaimed property — the biggest single return to an individual or business in Missouri history.
State Treasurer Clint Zweifel announced the return Wednesday, saying it consisted of one security. However, he kept the woman’s name secret to protect her privacy.

The Shawnee City Council on Monday approved a property tax abatement to keep McLane Foodservice Inc. in town.
The city also will issue $16.5 million in industrial revenue bonds to help the Texas-based distributor buy and renovate its 244,000-square-foot warehouse at 8200 Monticello Road.
McLane expects to add five jobs a year to its current 185 employees during the 10-year term of the abatement.

The program, called Curo, started Tuesday exclusively in the Kansas City market. TIF commissioners will meet Wednesday and probably will take up an agenda item that would put an end to a TIF plan approved in 2005, when West Edge was intended as the future home of advertising agency Bernstein-Rein. Commission staff has recommended terminating the TIF plan.

Only one Kansas City-area casino rolled a revenue decline in November, but three of the four saw drops in the number of visitors, according to the Missouri Gaming Commission's monthly report.
Isle of Capri Kansas City was November’s winner, posting both the largest increase in revenue and the only increase in patronage. The casino claimed $6.62 million in revenue, a 4.4 percent increase from November 2010, and 123,800 people frequented the casino, up 3.3 percent. A federal judge in Kansas City, Kan., has thrown out a jury verdict that awarded $774,000 to a fired Johnson County employee.
Paul Palmerin, a former crew leader in the county wastewater department, claimed he was wrongfully terminated in retaliation for his reports of misconduct by co-workers.

Elecsys Corp. revenue jumped 12 percent during the company’s fiscal second quarter, helped by growth in industrial communication and remote monitoring solutions business.

Lee’s Summit has received almost $1.46 million from the Environmental Protection Agency so it can improve its sewer system, a project expected to wrap up by the summer of 2014.
“The grant will improve aging water infrastructure and spearhead new projects that will benefit the environment and economy,” EPA Region 7 Administrator Karl Brooks said in a release. “These water infrastructure funds will partially fund a construction project which is estimated to cost $2.3 million.”

That includes 10 to 12 lawyers, plus support staff, according to the New York City-based law firm’s managing partner, Ted Mayer.
Several of the attorneys will come from Shook Hardy & Bacon LLP, bringing with them work for Lorillard Tobacco Co. (NYSE: LO) They also will do other litigation, Mayer said.

 The Kansas City Council put its stamp of approval on a tax incentive package to bolster completion of the long-stalled West Edge project, the Kansas City Business Journal reports.
The incentives are worth about $30.7 million collectively, not including about $7.5 million in tax credits that Missouri will chip in. Aratana Therapeutics has raised $15 million that will help the animal health company add to its pipeline of potential products.

Members of Teamsters Local 838 union went on strike at midnight Nov. 17 after their four-year contract with County Beverage Co. Inc. expired and the company wouldn’t agree to renegotiation terms.

If approved, first-class mail would take two to three days to arrive at contiguous U.S. destinations, rather than the current one to three days.

Shoppers may have spent billions more on Black Friday this year than last year, but according to one poll, some shoppers aren’t spending anything at all.
The National Foundation for Credit Counseling found that 40 percent of its respondents said they wouldn’t spend anything on holiday purchases in anticipation of future financial issues.

The U.S. Postal Service will make an estimated $3 billion in cuts, including slowing first-class delivery in the spring, as it tries to rapidly slash expenses and stay out of bankruptcy, The Associated Press reports.

Lee Enterprises Inc., which publishes the St. Louis Post-Dispatch, plans to file for Chapter 11 bankruptcy during the next week or so, the St. Louis Business Journal reports.
The company (NYSE: LEE), which is based in Davenport, Iowa, has reached agreements with most of its creditors for a prepackaged bankruptcy to refinance its $1 billion debt, the report said.
Lee owns newspapers in 53 markets, though not all will be included in the bankruptcy, the report said.

H&R Block Inc.’s fiscal second-quarter loss widened due to higher litigation costs and charges tied to the discontinuation of its ExpressTax business, the Kansas City-based tax preparer said late Thursday.
For the three months that ended Oct. 31, H&R Block (NYSE: HRB) posted a loss of $141.7 million, or 47 cents a share, compared with a loss of $111.4 million, or 36 cents a share, during the same quarter last year.

Assured Pharmacy Inc. has opened a Kansas City-area location, its fifth in the nation.
The Texas-based company (Pink Sheets: APHY.PK) said Friday that the specialty pharmacy is open and serving more than 3,000 patients dealing with chronic pain. The pharmacy sells no non-prescription drugs and specializes in handling highly regulated pain medication, including narcotics.

The Hyatt Regency Crown Center is no more. The Kansas City hotel officially reopened Thursday as a Sheraton slated for a $13 million makeover.
Starwood Hotels & Resorts Worldwide Inc. (NYSE: HOT) took over the 40-story, 730-room hotel, which opened in 1980 as a Hyatt. Starwood already runs the other Crown Center hotel — Westin Crown Center — which makes for a combined 1,400 rooms there. The joint management makes one point of contact for conventions and events.

H&R Block Inc. has wrapped up its $610 million sale of RSM McGladrey Inc., its accounting services arm, to McGladrey & Pullen LLP.
McGladrey & Pullen, based in the Minneapolis area, announced the completion Thursday.
The sale, announced in August, makes McGladrey the fifth-largest U.S. tax, auditing and business consulting firm in the United States.
